FHA-loans are designed for first-time homebuyers, recent graduates, newlyweds, or anyone who has faced foreclosure or bankruptcy in the past.
The FHA offers mortgage insurance upto the loan limits in your area. However, before they are able to insure a mortgage, the FHA needs to be sure if the home value is not less than the mortgage.

FHA Appraisal vs. Inspection: What's the difference?

An appraisal is for the lender; a home inspection is for the buyer. FHA requires an appraisal, but not a full inspection. However, the FHA appraisal does includes a cursory inspection. This is a cause of confusion for many home-buyers.

FHA homes are not luxurious, but they must meet the Housing Quality Standards (HQS). These standards are the same requirements used for all federal housing assistance programs. HQS require a home to be safe, sanitary, secure, free of lead-based paints and other toxins, and meet a number of additional requirements. A complete home inspection is not required.
